The United States Department of Education requires that institutions comply with various authorization requirements in each state in which distance education instruction is delivered to its residents. In addition, and pursuant to 34 CFR 668.43(b), institutions must provide current and prospective students with contact information for filing complaints with the appropriate state agency in their home state. Some states also require University of Massachusetts Global to include specific language in the catalog and/or website.

To satisfy these requirements, contact and other information for each state’s Higher Education Department (or equivalent) are listed below by state. Regarding complaints, we encourage all students to review and utilize our University Complaint Policy which can be found in the General Information section.

Further, University of Massachusetts Global regularly monitors developments in each state’s laws and works with Higher Education authorities to maintain compliance. However, due to the complex and ever-changing landscape of State Authorization, our approach and status in each state is subject to change. As a caution, admissions may be restricted or limited until required approvals have been granted. We will continue to monitor changes in each state’s laws and our out-of-state activities. If authorization becomes necessary, we will take the appropriate next steps.

The agency does receive student complaints. Students are encouraged to try to resolve their issue through their institution’s formal grievance procedures. If the student’s issue is not resolved through this process, the agency may then contact the institution on the student’s behalf and request that institution work with the student to resolve the issue. If the grievance involves an issue that violates the agency’s standards for authorization, the agency would contact the institution to determine the severity of the issue and what agency action would be taken.

Oregon Higher Education Coordinating Commission: Students should attempt to resolve any grievances they may have with their school first. Should attempts to resolve these problems with appropriate school officials fail, or should the student be dissatisfied with the final outcome of the college complaint process, then the Higher Education Coordinating Commission (HECC), can respond to a formal complaint.  Students may contact the Higher Education Coordinating Commission, 3225 25th St. SE, Salem, OR 97302 or by sending an email to complaints@hecc.oregon.gov. Students may also access our complaints web page.

TUITION REFUNDS: Tuition refunds for Oregon residents are refunded in accordance with OAR 583-030-0035(18)(c) which requires there shall be at least a 50% refund up to and including the middle week of the term. The refund should be prorated on a weekly basis through the middle week of the term. For example, if a term is 15 weeks, then there would be a 50% refund up to the end of the 8th week, then work backwards on the percentages for weeks 1-7. For week 4 of an 8-week term, the middle week of the term is week 4; therefore, the resultant refund for week 4 of 8 should be 50% for Oregon students (based on unused instructional time which prohibits anything less than a 50% refund during the middle week of the term).

To minimize the risk of having to repeat coursework, students should contact the receiving institution in advance for evaluation and determination of transferability of credits and/or acceptability of degrees, diplomas, or certificates earned.
