CTEL Authorization & CLAD Certificate Program

Expand your ability to impact students with this CTC-approved program. Upon completion, you will be authorized to provide instruction to English learners (EL) in a California classroom.

CTEL & CLAD Certificate Program Overview

The CTEL Authorization & CLAD Certificate is a four-course, fully online program that prepares California teachers to support the diverse language and academic needs of our English learners in today’s classrooms. We offer multiple start dates to give you flexibility in your education, life and work schedules.

As a student, you will:

  • Design curriculum to assist students with developing their listening, speaking, reading and writing skills in English
  • Use culturally responsive teaching practices to foster positive interactions among culturally and linguistically diverse students


  • Gain a deep understanding of the factors that affect second language acquisition in order to promote language proficiency
  • Study the current approaches and strategies appropriate for content area instruction through specially-designed instruction delivered in English (SDAIE).

Who Should Enroll:

  • Any K-12 teachers that have not cleared their CTEL/English Learner authorization
  • Teachers that want to deepen their understanding of methodologies to support English language development and culturally responsive pedagogy

What To Expect:

  • Students are required to apply for graduate admission and provide a copy of their teaching credentials before beginning this program

Admission Requirements

Applicants for this program must complete the formal application process with all required documents:

  • Complete application
    Must hold an appropriate active CTC credential
    Verification of taking CBEST or any of the CTC approved tests by submitting a score report.  View full list of the CTC approved tests
  • Candidates with a verified SB 1969 Certificate of Completion issued by a school district or county office of education, or a Certificate of Completion of Staff Development (CCSD) issued by the Commission are eligible to waive EDUU 527 English Language and Literacy Development (3 credits). Please inform your advisor at registration. Your advisor is required to verify your information via the CTC website before submitting your course waiver petition.

This program is eligible for financial aid for admitted students.

    Students must begin the CTEL program with either EDUU 526 or EDUU 570, depending on the schedule of offerings. 

    Students must receive a grade of B- or higher to progress to subsequent course and maintain an overall 3.0 GPA.

What is STEM teaching?

What is scaffolding in teaching?

Scaffolding is teaching strategy that simplifies concepts by breaking them up into smaller chunks and providing a tool, or concrete structure, to guide students through each chunk. Modeling is a great method of scaffolding because it shows students exactly what they are expected to do before they try each lesson.

What is ESL teaching?

ESL stands for “English as a Second Language.” Teachers who specialize in this area help non-native speaking students learn the formal vocabulary, grammar, and verbal pronunciation of the English language. Training may vary and can be embedded in a formal degree, teaching credential or add-on certification program.
