Biography
Michael P. Milligan serves as Vice President and UMass System Chief Information Officer. As CIO, Michael oversees University Information Technology Services (UITS) and provides strategic and collaborative leadership to enable technology to help UMass achieve it’s academic, research and administrative priorities. He was named CIO after serving as Deputy CIO for more than one year. Prior to joining UMass, Michael served four years as Managing Director of Collaboration and Communication Services at Harvard University where he led several strategic IT initiatives to enhance IT efficiencies in administration and pedagogy. Upon his appointment as CIO, he hit the ground running, leading the university’s IT efforts to support teaching, learning and research system-wide as it transitioned to Zoom during the pandemic. This helped UMass students, faculty and staff across the system connect in engaging and digitally transformative ways. Michael brings deep public sector leadership experience to the CIO role. He served as Chief Information Officer for the Massachusetts Executive Office of Labor and Workforce Development, overseeing 150 employees and leading the agency’s initiative to stabilize and optimize the state’s online unemployment insurance platform. Prior to his Commonwealth service, he was a Senior Program Manager at Verizon Communications. He is a member of the Massachusetts Court Management Advisory Board. Michael is a graduate of Villanova University, where he earned a Bachelor of Arts in Political Science and a Minor in Business. He received a Master of Business Administration from Suffolk University’s Sawyer School of Management.
